答案：答∶资本收益指出售或交易有价证券这种特殊商品的所得。股票持有者持股票到市场上进行交易，当股票的市场价格高于买入价格时，卖出股票就可以赚取差价收益，这种差价收益就是资本收益。在证券市场发展过程中，资本收益会逐渐在个人可支配收入中占有重要的位置，对有价证券的资本利得征税是为了不歧视通过其他渠道所得的收入，至少对各种来源的收入应公平对待。
